There is a simple solution to the vulgar display of immorality—the topless body-painted women who have infected Times Square. To avoid this being a gender discrimination issue, why not make being topless in public unacceptable for both men and women? And as this is supposed to be a country of the people, by the people and for the people, why not put this up to a vote at the next election? I believe you will find that if people have the opportunity to make their voices heard, they will overwhelmingly vote this disgusting and deplorable behavior down.
